• *The resolution titled ‘Promoting reconciliation, accountability and human rights in Sri Lanka’ was adopted by the Council after 20 of its 47 members voted in its favour.* While 20 countries abstained, seven — including China and Pakistan — voted against it, effectively backing the Sri Lankan government.
• The resolution called upon the Government of Sri Lanka to ensure the prompt, thorough and impartial investigation and, if warranted, prosecution of all alleged crimes relating to human rights violations and serious violations of international humanitarian law, including for long-standing emblematic cases, with the full participation of victims and their representatives.
• It also urged the government to address the ongoing economic crisis, including “by investigating and, where warranted, prosecuting corruption, including where committed by public and former public officials”.
• India on Thursday (6 Oct) abstained from voting on a resolution on Sri Lanka at the U.N. Human Rights Council, while observing that Sri Lanka’s progress in implementing commitments on the 13th Amendment, meaningful devolution, and early provincial elections remains “inadequate”.
• “Achieving prosperity for all Sri Lankans and realising the legitimate aspirations of Tamils of Sri Lanka for prosperity, dignity and peace are two sides of the same coin,” India’s Permanent Representative to the U.N. Ambassador Indra Mani Pande said.
• Prior to the vote, Sri Lanka’s Foreign Minister Ali Sabry told the Council that the government “categorically rejects” the “manifestly unhelpful” resolution… *The (Sri Lankan) government, he said on Thursday (6 Oct), especially opposed the resolution reinforcing the Office of the High Commissioner’s capacity to “collect, consolidate, analyse, and preserve” information and evidence pertaining to rights violations, and to “support relevant judicial and other proceedings, including in Member States, with competent jurisdiction”.*

• இலங்கைக்கு எதிராக கொண்டுவரப்பட்ட போர்க்குற்ற தீர்மானம் வெற்றிகரமாக நேற்று நிறைவேற்றம் செய்யப்பட்டது.
• இதன்முலம், *'இலங்கையில் நல்லிணக்கம், பொறுப்புக்கூறல் மற்றும் மனித உரிமைகளை ஊக்குவித்தல்' தொடர்பான வரைவுத் தீர்மானம் நேற்று (6 அக்டோபர்) நிறைவேற்றப்பட்டது.* தற்போது நிலவும் பொருளாதார நெருக்கடியை விசாரித்து அதற்கு காரணமானவர்கள் மீது வழக்குத் தொடர வேண்டும் என்று தீர்மானத்தில் உள்ள முக்கிய அம்சம் ஆகும்.
• *ஜெனிவாவில் உள்ள ஐநா மனித உரிமைகள் பேரவையில் இலங்கைக்கு எதிராக கொண்டுவரப்பட்ட போர்க்குற்ற தீர்மானம் மீது வாக்களிக்காமல் இந்தியா புறக்கணிப்பு செய்தது.*
• இந்த வரைவுத் தீர்மானத்திற்கு இந்தியா, ஜப்பான், நேபாளம் மற்றும் கத்தார் உள்பட 20 நாடுகள் ஆதரவளிக்காமல் புறக்கணித்தன. சீனா, பாகிஸ்தான் உள்பட 7 நாடுகள் தீர்மானத்திற்கு எதிராக வாக்களித்தன.
• எனினும், தீர்மானத்திற்கு ஆதரவாக இங்கிலாந்து, அமெரிக்கா, அர்ஜென்டினா, பின்லாந்து, பிரான்ஸ், ஜெர்மனி, மெக்சிகோ, நெதர்லாந்து, பராகுவே, போலந்து, கொரியா குடியரசு மற்றும் உக்ரைன் ஆகிய 20 நாடுகள் வாக்களித்தன.
• இந்நிலையில், *இலங்கை தமிழர்களுக்கு சம உரிமை கிடைக்க உறுதுணையாக இருப்போம் என்று ஐக்கிய நாடுகள் மனித உரிமை கவுன்சிலில் இந்தியா உறுதியளித்துள்ளது.*
இலங்கையில் அனைத்து மக்களிடையே நல்லிணக்கத்தை நிலவச் செய்தல், தமிழர்களின் உரிமைகளை காத்தல், 13ஆவது சட்டத்திருத்தத்தை நிறைவேற்றல், விரைவில் மாகாண சபைக்கான தேர்தல்களை நடத்தி போதுமான அதிகாரங்களை அளித்தல் ஆகியவற்றை ஏற்றுக்கொண்ட இலங்கை அரசு அவற்றை நிறைவேற்றத் தவறியதைக் கண்டித்து ஐ.நா. மனித உரிமை ஆணையத்தில் கொண்டுவரப்பட்ட தீர்மானத்தை ஆதரிக்காமல் இந்திய அரசு புறக்கணித்தது.
2012ஆம் ஆண்டிலிருந்து 2021 ஆம் ஆண்டு வரை ஏழு முறை நடைபெற்ற ஐ.நா. மனித உரிமை ஆணையக் கூட்டங்களில் இலங்கைக்கு எதிராகக் கொண்டவரப்பட்ட தீர்மானங்களை ஆதரித்து வாக்களிக்காமல் இவ்வாறே இந்தியா புறக்கணித்திருக்கிறது.
இத்தீர்மானத்தை நிறைவேற்றுவதற்கு ஆதரவளித்த 20 நாடுகளை போல நியாயமாக இத்தகைய தீர்மானத்தை அண்டை நாடான இந்தியா கொண்டுவந்திருக்க வேண்டும். அவ்வாறு செய்திருந்தால் மேலும் பல நாடுகள் ஆதரவளித்திருக்கும். இதன்மூலம் இலங்கை அரசுக்கு உலக நாடுகளின் அழுத்தம் அதிகமாகி அதன் விளைவாக ஈழத் தமிழர்களின் சிக்கல் ஓரளவு குறைக்கப்பட்டிருக்கும்.
இலங்கை அரசை திருப்திப்படுத்த இந்திய அரசு ஈழத் தமிழர்களைக் கைக் கழுவியிருக்கிறது. ஆனால், இலங்கை அரசு சீனாவுடன் மேலும் நெருக்கமான உறவு கொள்ளுமே தவிர, ஒருபோதும் இந்தியாவுக்கு உண்மையான நட்பு நாடாக இருக்காது. இந்த உண்மையை இந்திய அரசு உணரவேண்டும். இல்லையேல் வட எல்லையில் மட்டுமல்ல, தென் எல்லையிலும் சீனாவின் அபாயம் இந்தியாவை அச்சுறுத்தும் என்பதில் ஐயமில்லை.
