 Home Minister of India, P Chidambaram (2008-2012), made pellet guns an essential parts of the riot control drill for the police in India in 2010. This was done in order to provide a less lethal alternative to control a crowd which was going violent. Till then the only method available for the police to control a violent crowd was to fire bullets into the crowd. The police manual for use of fire arms says that should the police be forced to fire into a crowd, it needs the permission of a magistrate. Once permission is given then, on the order of the magistrate, the police needs to use 'effective fire'. Effective fire means one bullet, one dead.

The fiction in India, often spread by police officers themselves, was that police needed to fire in the air in order to subdue a violent crowd and fire into the crowd only as a last resort. Judges on their side create another fiction around the use of force. They call it 'graded use of force'. What graded means is left to imagination. The manual issued by the Bureau of Police Research and Development lists the use of tear gas, stun grenades, chilli bombs, tasers etc as part of the graded response. Chidambaram introduced pellet guns in order to provide the police with a less lethal alternative. The police knew well that injuries caused by pellet guns could last a life time. Therefore, they tried to avoid using them as much as possible. Possibly it was in 2016, that pellet guns were used for the first time in India. That usage was quite effective. ER records showed that over the years, in Kashmir where pellet guns were used, 380 persons were injured as a result. The pellet guns were used by Kashmir Police against protestors who were pushing Islamist agendas. Once the gravity of injuries became evident, crowds stopped indulging in protests that would require the use of pellet guns.
