வாக்களிப்பது கட்டாயமாக்குவது குறித்தான மசோதா - Compulsory Voting

நாடாளுமன்ற மக்களவை உறுப்பினர் ஜனார்த்தன் சிங் கடந்த 18.12.2015 வாக்களிப்பது கட்டாயமாக்க வேண்டும் என்ற தனிமனித மசோதாவை மக்களவையில் முன்மொழிந்தார். இந்த முயற்சி பாராட்டுக்குரியது. ஒரு சிலர் இது சாத்தியமா என்ற கருத்தையும் தெரிவித்துள்ளனர். இது கை, கால் வராத தனமான பேச்சாகும். வெறும் 35% - 40% வாக்குகளை பெற்று ஒரு சிலர் ஆட்சிக்கு வந்துவிடுகின்றனர். ஒரு 50% சதவீதம் வாக்குகள் கூட பெறாமல் ஆட்சிக்கு வருவது நியாயம்தானா? ஜனநாயகத்தில் எல்லோரும் மன்னர்கள் என்று சொல்லும் வகையில் பங்களிப்பு இருக்க வேண்டாமா? இது குறித்து பல நேரங்களிலும் எனது பத்திகளிலும், வலைதளங்களிலும் எழுதியுள்ளேன். இருப்பினும் இது குறித்து ஒரு மசோதா தாக்கல் செய்யப்பட்டுள்ளது என்ற மன திருப்தியில் இந்த பத்தியை எழுதுகின்றேன். ஆஸ்திரேலியா, பெல்ஜியம், சிங்கப்பூர், அர்ஜென்டினா, பிரேசில், கிரீஸ், சைப்ரஸ், உருகுவே, துருக்கி, பெரு, லக்ஸ்ம்பர்க் என பல நாடுகளில் வாக்குரிமை அளிப்பது கட்டாயமாக்கப்பட்டுள்ளது. இந்தியா, மக்கள் தொகை அதிகம்பெற்ற பல்வேறு தேசிய இனங்கள், மொழிகள், கலாச்சாரங்கள், கொண்ட பன்மையில் ஒருமை என்ற நாடாகும். எனவே இங்கு பல்வேறு மாநிலங்களுடைய அபிலாசைகளை நிறைவேற்றும் வகையில் வலுவான மக்கள் நல மத்திய அரசு அமைந்தால்தான் வேற்றுமை இல்லாத சமன்பாடான ஜனநாயக நலத்திட்டங்கள் பாரபட்சமில்லாமல் ஒவ்வொரு மாநிலத்திற்கும் கிடைக்கும்.

Udit Raj Calls It Impractical, Slams India's Middle Class

The private member's bill moved by BJP MP Janardhan Singh Sigriwal in March to make voting compulsory for everyone in the country was discussed in the Lok Sabha on Friday and saw opposition from within the party with his colleague Udit Raj calling it “impractical“ and that “people cannot be pressurised to vote“.

Speaking against the bill, Udit Raj targeted the middle classes and even advised them to leave the country if they had such a problem with the system and even when they didn't take part in it.

Calling the problem of not voting in the country a “middle class phenomenon“, Raj said, “The middle class in this country only criticises, they will reject everyone... politicians are projected so badly . The poor... r who live in clusters, work as las bourers and cannot eat properd ly will still go to vote. But those t who live in big bungalows, bez long to upper class and middle class... are they here only to rea mind us of demerits of democp racy .“ He said the government should impress upon the mid dle class that “they have failed to discharge their basic citi zenship duty“. He said there was a need to educate people and encourage them to partici pate in the electoral process in stead of forcing it on them.

As the bill was taken up for consideration, several MPs favoured that India should set an example by making everyone vote compulsorily while a few MPs were against it.

BJP MP Daddan Mishra BJP MP Daddan Mishra said that people should mandatorily go to vote under the law as this will reduce election-related corruption. BJP's Ravindra Kumar Ray , Banshilal Mahto, Kamakhya Prasad Tasa and Jugal Kishore Sharma also favoured it saying it will strengthen democracy .

The bill was opposed by JD U) MP Kaushalendra Kumar who said voting is a right of citizens and this right should not be made a law. “Actually, this controversial bill is a product of Gujarat and con ceived by Prime Minister.When he was CM Gujarat in 2009, the state government tried to impose this but couldn't. Now they want to make it a law,“ Kumar said.
