இந்த திட்டம் ஏற்கனவே இலங்கை அரசால் பலமுறை இந்திய அரசிடம் கோரிக்கையாக வைக்கப்பட்டது. ரணில் விக்ரமசிங்கே கடந்த கால ஆட்சியில் இதை நிறைவேற்ற வேண்டுமென்று கடும் முயற்சிகளை மேற்கொண்டதும் உண்டு.
இப்படி ஒரு பாலம் கட்ட வேண்டும் என்று தீர்மானித்தால் நீண்ட காலமாக நிலுவையில் உள்ள சேது சமுத்திர திட்டம் நிறைவேற்றப்பட்டும், செயல் படுத்த முடியாமல் இருக்கிறது. இந்த நிலையில் இந்திய இலங்கை பாலம் அமைப்பது எப்படி சரியாக வரும்?.
