Traditions in India transcend time, political rhetoric, religion and social distinctions. There also is a heavy emphasis on creating ritually pure spaces so as to eradicate all signs and shadows of any pernicious past. Even the most scientifically minded, modernists, anti-traditionalists, follow analogous rituals. Nehru tried to replace such rituals with modernist brutality of the socialist variety but, as you can see with the image of the Vidhan Soudha in the background, chief minister Hanumanthaiyya, a self-made man, ignored direct instructions from Nehru and insisted that the Vidhan Soudha building «seen in the background» be constructed in harmony with Indian sensibilities and not ape the socialist brutalism fashionable in Europe at that time.
The image here shared by a website called Mojostory shows the rituals preparing the Assembly for use by the newly elected Congress government. Noteworthy is that it is after a long time that the state of Karnataka has had a government which holds a comfortable majority. Also that political experts have opined that the electoral victory came because of the tremendous support of lower castes, untouchable castes, Muslims and Christians.
The ritual involves sprinkling waters that are holy-- Gangajal, water from the sacred river Ganga and Gaumutra, urine of the common Indian cow «not the European». A branch with mango leaves is used as a sprinkler. A man, clad in ritually pure attire, that is an unstitched cloth, without any footwear, carries the items as he and his assistants walk around the periphery of the Vidhan Soudha. Varna/jati are unimportant in such a purificatory ritual. Accompanying are leaders of the Congress party which has won the elections with a thumping majority.
