 Chandra Shekhar played a decisive role in making Mulayam Singh Yadav the Chief Minister of Uttar Pradesh for the first time in 1989. At that time, there were several contenders for the leadership within the Janata Dal, but Chandra Shekhar clearly identified Mulayam as the best option. Considering the social structure of North India and the direction of the socialist movement, he believed that only a leader who was connected to the grassroots, acceptable to the organization, and popular among the backward classes could strengthen the party—and he saw these qualities in Mulayam.

​Within the Janata Dal, V. P. Singh and Chandra Shekhar represented two different factions, but Chandra Shekhar’s backing at the time of the Chief Minister selection was so influential that the central leadership also leaned in his favour. His intervention subdued the internal party competition, and Mulayam Singh Yadav was unanimously elected as the leader of the legislative party. ​This decisive support proved to be the foundation for Mulayam Singh’s ascent to the UP Chief Minister's post.
