பரம்பிக்குளம்-ஆழியாறு

பரம்பிக்குளம்-ஆழியாறு திட்டத்தை நடைமுறைப்படுத்த கேரள அரசு 40கோடி ரூபாய் தமிழ்நாட்டிடம் கேட்டுள்ளது என்று செய்திகள் வந்துள்ளன. 

பரம்பிக்குளம்-ஆழியாறு நீர்ப்பங்கீடும், மின் உற்பத்தி குறித்தும் இரு மாநிலங்களுக்கு இடையே பல ஆண்டுகளாக சர்ச்சைகளாகியும், தீர்வுகள் எட்டப்படாமலும் இதுவரை உள்ளது. 

இத்திட்டம் 1970ல் அச்சுத மேனன் கேரளாவின் முதல்வராக இருந்தபொழுது நிறைவேற்றப்பட்டது. தமிழகத்தில் தலைவர் கலைஞர் அவர்கள் முதல்வராக இருந்தார். 

1970களில் கையொப்பமிட்ட இந்த ஒப்பந்தத்தைத் திரும்பவும் தமிழ்நாடு-கேரளம் இரு மாநிலங்கள் அமர்ந்துபேசவேண்டும் என்று முடிவெடுத்தும், அந்த முடிவை நடைமுறைப்படுத்தும் வகையில் இருமாநிலங்களுக்கும் இடையில் ஆக்கப்பூர்வமான நடவடிக்கைகள் எதுவும் மேற்கொள்ளப்படவில்லை என்பதுதான் கவலையான செய்தி. 

1988ல் இதுகுறித்து இருமாநிலங்களும் பேசியிருக்கவேண்டும். இருபத்தி ஏழு ஆண்டுகள் கடந்துவிட்டன. இப்பொழுது வேறு சில கோரிக்கைகளை முன்வைத்து கேரள அரசு ஆழியாறு-பரம்பிக்குளம் பிரச்சனையை எழுப்புகின்றது. 

ஏற்கனவே கேரளா குமரி மாவட்ட நெய்யாறிலும்,  முல்லைப் பெரியாறிலும், பம்பாறு போன்ற அணைப்பிரச்சனைகளில் கேரள அரசு சண்டித்தனம் செய்துவருகின்றது.

Parambikulam-Aliyar: Kerala to demand Rs 40cr from Tamil Nadu

Kerala State Electricity Board Limited (KSEB) has decided to seek Rs 39.26 crore from Tamil Nadu as compensation for “viola tion“ of a water-sharing agreement with regard to the Parambikulam-Aliyar power project during the year 2012-13. KSEB would place the compensation de mand in the Supreme Cour in connection with a pend ing case. An expert committee that looked into various as pects of the interstate agree ment has concluded that the shortfall in Kerala's water share during the 2012-13 pe riod has led to a loss of 49 million units of power Since the average price per unit of power in the short term market has been assessed at Rs 7.94, the loss of the board during the year has been pegged at Rs 39.26 crore.

Tamil Nadu is expected to release enough water to maintain the full reservoir level of Kerala Sholayar dam on September 1 and February 1 every year, but the state often doesn't keep its promise, KSEB officials say. Kerala has approached the Supreme Court over this.

According to the report prepared by KSEB, Tamil Nadu maintained the ful reservoir level as per the agreement for four consecu tive years from 2008-9 to 2011 12. But the level went down in 2012-13 leading to the wa ter level in Kerala Sholayar coming down to less than 10.5 tmc ft in place of 12.3 tmc ft.

An interstate agreement regarding the sharing of wa ter from Parambikulam-Ali yar project was signed in 1970 when C Achutha Me non government was in pow er in Kerala. The agreement says that the deal should be revisited once in every 30 years and, based on ground realities, the terms and conditions-including water sharing-should be revised.

As per this, the agreement should have been revisited in 1988 first and next in 2018. But Tamil Nadu is yet to agree to review the terms and conditions ever since the agreement was first signed.

“Tamil Nadu may have their own reasons. But they cannot violate the agreement. They set up an additional power generating station after the signing of the agreement. Later, they started diverting water to run that station, which naturally would leave the water level below the ideal conditions as envisaged in the agreement'', sources in the board said.  (Courtesy : Times Of India | 19-11-2015)
