ஸ்லீப்பர் செல்கள் (Aaya Ram - Gaya Ram)

ஸ்லீப்பர் செல்கள் என்று சொல்வது சரியா? என்று சொல்லமுடியாது. ஏனெனில், மக்கள் பிரதிநிதிகளை ஸ்லீப்பர் செல் என்று சொல்வது மக்களையே களங்கப்படுத்துகின்ற நிலைக்கு ஒப்பானது. ஆனால், சுயநலத்தில் விலைபோகும் நபர்களை ஸ்லீப்பர் செல் என்று சொல்வது சரியாகத்தான் படுகிறது. விலைக்குப் போன எந்த சரக்கும் உயர்திணையில் அழைக்கப்படாது என்பது எழுதப்படாத சொல்லாடல் மட்டுமல்ல, மரபும் கூட. மக்களின் உண்மையான பிரதிநிதியாக இருந்தால் ஸ்லீப்பர் செல் என்று சொல்வது நாடாளுமன்ற முறைகளுக்கு முரணானதாகும். 

1960களில் வடஇந்திய அரசியல்வாதிகளின் மத்தியில் ‘ ஆயா ராம், காயா ராம் ’ என்று அழைக்கப்பட்டது.

The term was coined when Gaya Lal a Member of the Legislative Assembly from Haryana in 1967 changed party thrice in a fortnight first from the Indian National Congress to United Front, back to Congress and then within nine hours to United Front again with personal interest and benefits not for policy and honest political approach. Defection should be adhred only on reasons like policy, self-respect and natural circumstances but not for personal benefits. When Gaya Lal decided to quit the United Front and join the Congress, then Congress leader Rao Birendra Singh brought him to Chandigarh press and declared,

“Gaya Ram was now Aya Ram”. 

It became the subject of numerous jokes and cartoons. In 1985 the Constitution amended the anti-defection act. to prevent such defections, during Rajiv Gandhi period and also amended in the tenth schedule, the Constitution of India.
