After the Indian economy opened up way back in 1991 under the premiership of P.V. Narasimha Rao, liberalization, globalization and privatization have become warp and woof of the Indian economy. So, in the past three decades, FDIs’ flow into the country has been steady and consistent.
As for Tamil Nadu, in sync with the national trend it has also been witnessing the foreign corporates set up their pitch here and carry on their commerce and trade.
Unlike Stalin and Edapadi K Palanisamy who went abroad to scout for foreign investments during their reigns, neither DMK patriarch Kalignar nor the AIADMK supremo Jayalalithaa, when they were in power, made it a point to travel by air all the way to overseas markets in order to lure investors to Tamil Nadu.
Hyundai began operations at its Chennai manufacturing facility in September in 1998. Hyundai's first integrated car manufacturing plant outside South Korea was set up in Tamil Nadu when Kalignar Karunanidhi was well seated in the St. George Fort. Mind you, he had not gone abroad to make it happen.
Likewise, Nokia signed a memorandum of understanding with the Tamil Nadu government on April 6, 2005, to set up the plant in the Sriperumbudur Special Economic Zone (SEZ). This happened when Jayalalithaa was CM. She too had not gone abroad for bringing the foreign investor to Tamil Nadu.
But Stalin, unlike these two CM, has returned from visits to Japan and Singapore and Dubai . The government claims on note of pride that more foreign investments are set to flow into the State. Well! Good to hear the news. But will the DMK government come out with a white paper containing details and data about all these?
முதல்வரின் வெளிநாட்டு சுற்றுப்பயணம் மற்றும் முதலீடுகள் குறித்து தமிழக அரசு வெள்ளை அறிக்கை வெளியிடுமா?
முதல்வர் ஸ்டாலினின் சமீபத்து வெளிநாட்டுப் பயணம் தமிழகத்திற்கு ரூ. 3,000 கோடிக்கும் மேலான வெளிநாட்டு முதலீடுகளை ஈர்த்திருக்கிறது என்று கூறப்படுகிறது. நல்லது!
ஆனால் இன்றைய காலகட்டத்தில் வெளிநாடு முதலீடுகள் எல்லாம் வியப்பையும் ஆச்சரியத்தையும் தரும் விசயங்கள் அல்ல. இவற்றிற்கான விதைகள் 1990-களிலேயே விதைக்கப்பட்டு விட்டன.
1991-ஆண்டில் அன்றைய பிரதமர் பி.வி.நரசிம்மராவ் தலைமையில் இந்தியப் பொருளாதாரத்தின் கதவுகள் உலகமயமாக்கலுக்கு, தாராளமயத்திற்கு, தனியார்மயத்திற்கு முற்றிலும் திறந்து விடப்பட்டன. அன்றிலிருந்து இந்த நவீன அம்சங்கள் இந்தியப் பொருளாதாரத்தின் ஊடும் பாவுமாய் உருமாறிப் போயின. எனவே, கடந்த மூன்று தசாப்தங்கங்களுக்கும் மேலாக நாட்டிற்குள் வெளிநாடு முதலீடுகள் நேராகவும் சீராகவும் வந்துகொண்டுதான் இருக்கின்றன.
தமிழகத்தைப் பொறுத்தவரை வெளிநாட்டு கார்ப்பரேட் நிறுவனங்களும் இங்கு முகாமிட்டு தங்கள் வர்த்தகத்தை மேற்கொண்டுதான் வருகின்றன.
தங்கள் ஆட்சிக் காலத்தில் வெளிநாட்டு முதலீடுகளைத் தேடி வெளிநாடுகளுக்குச் சென்ற ஸ்டாலினும், எடப்பாடி பழனிசாமியும் போல அல்லாமல், திமுக தலைவர் கலைஞர்யோ, அதிமுக பொதுச் செயலாளர் ஜெயலலிதாவோ ஆட்சியில் இருந்தபோது, முதலீட்டாளர்களைத் தமிழகத்திற்கு ஈர்ப்பதற்காக வெளிநாட்டுச் சந்தைகளுக்கு விமானத்தில் பயணம் செய்வதை வழக்கமாகக் கொண்டிருக்கவில்லை.
1998 செப்டம்பரில் ஹூண்டாய் தனது சென்னை உற்பத்தி ஆலையில் செயல்பாட்டைத் தொடங்கியது. தென் கொரியாவுக்கு வெளியே ஹூண்டாய் நிறுவனத்தின் முதல் ஒருங்கிணைந்த கார் உற்பத்தி ஆலை தமிழகத்தில் கலைஞர் செயின்ட் ஜார்ஜ் கோட்டையில் அமர்ந்திருந்தபோது அமைக்கப்பட்டது. அதற்காக அவர் வெளிநாடு செல்லவில்லை என்பதை நினைவில் கொள்ளுங்கள்.
இதேபோல், ஸ்ரீபெரும்புதூர் சிறப்பு பொருளாதார மண்டலத்தில் ஆலை அமைக்க நோக்கியா நிறுவனம் ஏப்ரல் 6, 2005 அன்று தமிழக அரசுடன் புரிந்துணர்வு ஒப்பந்தத்தில் கையெழுத்திட்டது. ஜெயலலிதா முதல்வராக இருந்தபோது இது நடந்தது. வெளிநாட்டு முதலீட்டாளரை தமிழகத்திற்கு அழைத்து வருவதற்காக அவரும் வெளிநாடு செல்லவில்லை.
*ஆனால் ஸ்டாலின், இந்த இரண்டு திராவிட முதல்வர்களைப் போலல்லாமல், ஜப்பான், சிங்கப்பூர் மற்றும் துபாய் பயணங்களை முடித்துக்கொண்டு திரும்பியுள்ளார். மாநிலத்திற்கு அதிக அளவில் அன்னிய முதலீடுகள் வரவிருப்பதாக அரசு பெருமிதத்துடன் கூறுகிறது. நல்லது! செய்தி கேட்டு மகிழ்கிறோம். ஆனால் இவை பற்றிய விவரங்கள் மற்றும் தரவுகள் அடங்கிய வெள்ளை அறிக்கையை திமுக அரசு வெளியிடுமா*?
