திட்டக் குழுவின் காலம் முடிவுக்கு வந்துவிட்டது.

    பண்டித நேரு சோவியத் ரஷ்யாவை மாதிரியாக கொண்டு திட்டக்குழுவினை அமைத்தார். அந்த திட்டக்குழுவின் பணிரெண்டாவது ஐந்தாவது திட்டம், கடந்த 31.03.2017ம் தேதியோடு தன் பணியை முடித்து கொண்டது. இதற்கு பிறகு இனிமேல் திட்டக்குழு கிடையாது. பிரதமர் மோடி “நிதி அயோக்” என்ற ஒரு அமைப்பை உருவாக்கிவிட்டார். இந்திரா காந்தி அவசர நிலை காலத்திற்கு பிறகு காங்கிரஸ் தோல்வி அடைந்து மொரார்ஜி தேசாய் தலைமையில் ஜனதா அரசு அமைந்த போது “Rolling Plan” என்ற உருளும் திட்டத்தை உருவாக்கி இரண்டு, மூன்று ஆண்டுகள் நடைமுறையில் இருந்தது. மீண்டும் இந்திரா காந்தி பிரதமராக வந்தவுடன் மீண்டும் ஐந்தாண்டு திட்டத்தை நடைமுறைக்கு கொண்டு வந்தார்.

End of Twelfth Plan, End of Planning.

The Twelfth Five Year Plan of India ended on 31 March 2017. A quick appraisal of the print media on and around this date reveals that very little note was taken of this and the significance of it was almost entirely missed. One news report even referred to the Twelfth Plan as the last of the series, as if the reference was to the end of some serial!

               Of course, the death sentence to planned economic development was delivered soon after the Bharatiya Janata Party-led government assumed power in 2014. The announcement of ending the five year plans and the Planning Commission was made with a lot of bravado as if some glorious achievement was being announced. This was not contested seriously by any leading opposition party, including the Indian National Congress. This also shows to what extent the Congress itself has moved away from its Nehruvian legacy, notwithstanding the lip service.

               Although the Twelfth Plan was formally allowed to run its course till 31 March 2017, complete neglect of the planning process began in 2014 and state planning official became most uncertain about their future and role. The NITI Aayog did not complete the mid-term review of the last plan in time. It is not clear what role, if any, will be assigned to the National Development Council now.

Despite this unceremonious end to planning and planning infrastructures in India, the fact remains that planning is badly needed and needs to be significantly improved rather than discarded.
