ஹென்றி கிசிஞ்சர்  27 மே 1923 – 29 நவம்பர் 2023) ஜெர்மனியில் பிறந்த அமெரிக்க அரசியலார் , தூதர், மற்றும் 1973 இல் நோபல் பரிசு பெற்றவர். இவர் அமெரிக்கத் தேசிய பாதுகாப்பு ஆலோசகராகவும் பின்னர் அரசுத்தலைவர் ரிச்சர்ட் நிக்சன் மற்றும் ஜெரால்ட் ஃபோர்ட் ஆகியோரின் அமைச்சரவைகளில் வெளியுறவுத் துறை அமைச்சராகவும் பணியாற்றி வந்தவர். தனது நூறாவது வயதில் நேற்று நவம்பர் 29 அன்று இறந்துள்ளார். இரங்கல்

இவர் மிகுந்த அரசியல் சாணக்கியத்தனம்  மிகுந்தவர் என்றெல்லாம் வர்ணிக்கப்படுகிறார். இரண்டாம் உலகப் போரில் பங்கு பெற்றவர்! அமெரிக்க படையணிகளுக்கு பலமுறை தலைவராக இருந்திருக்கிறார். வெளிவிகாரத் துறைகளில் அமெரிக்கா பெரிதும் நம்பிய முன்னாள் அமைச்சரும் கூட. குடியரசு கட்சியைச் சார்ந்தவர்.

பலமுறை இந்தியாவிற்கு வந்திருக்கிறார். இந்திரா காந்தி காலத்திலிருந்து பல பிரதமர்களையும் சந்தித்து சிரித்து பேசிவிட்டுச் செல்வார்.

ஆனால் அவரது உள்ளம் முழுக்க இந்தியாவுக்கு எதிரான நடவடிக்கைகளை தான் எண்ணிக் கொண்டே இருக்கும்.

இந்தியாவை அமெரிக்காவின் கட்டுப்பாட்டுக்குள் கொண்டுவர பல நெருக்கடிகளை கொடுத்தவர் இவர்.

இவரும் அக்கால அமெரிக்க அதிபர் நிக்ஸனும் சேர்ந்து இந்திராவை பரிகாசம் செய்தெல்லாம் உண்டு.

பாகிஸ்தானை எப்போதும் இந்தியாவுக்கு எதிராக திருப்பும் திட்டங்களில் இவரது வேலைப்பாடுகள் உண்டு. புவி அரசியலைப் பொறுத்தவரையில் கிஸிஞ்சர் எப்பொழுதும் இந்தியாவிற்கு எதிரானவர் தான்.

 இந்து மகா சமுத்திரத்தில் கன்னியாகுமரிக்கு தெற்கேகே அமெரிக்காவின் படைகளைக் கொண்டு வந்து அங்கு  அமெரிக்க டீகோகர்சியா ராணுவ தளம் அமைப்பதில் இவர் தனது ராஜ தந்திரத்தை மோசமான முறையில் பயன்படுத்தினார்!

 

இந்தியாவை அச்சுறுவதற்கெனவும் அமெரிக்க ஒப்பந்தங்களுக்கு இந்தியா பணிந்து போகவும் இதையெல்லாம் செய்தார். இந்து மகா சமுத்திரத்தில் இவர்களுக்கு என்ன வேலை?. பின்னர் இந்திரா காந்தியின் தலையிட்டால் அது நீக்கப்பட்டது. ஆனால் மறுபடியும் அதை தற்போது அங்கு கொண்டு வந்து நிறுத்துவதற்கு இவர்தான் கடுமையான முயற்சிகளை செய்து திரும்பவும் அங்கே  இன்னும் அது இருக்கிறது.

முன்னாள் பிரதமர் வாஜ்பாய் அவர்களை மோசமாகப் பரிகாசம் செய்வார் ஆனால் மோடியிடம் வந்து கைகுலுக்கிச் சிரித்து விட்டு போவார். இவர் உலக அமைதிக்கான நோபல் பரிசினை வாங்கி இருப்பது எவ்வளவு ஒரு முரண் நகை!

இந்திய அமெரிக்க நல்லுறவு சீர் கெட்டு போனதற்கு மிக முக்கியமான காரண கர்த்தா இவர்.!  பல சமயங்களில் அதற்கெனவே தொடர்ந்து பணியாற்றி வந்த கிஸிஞ்சர் நேற்று இறந்திருக்கிறார் . கொள்கையாக சீனா் எதிர்ப்பு ஆனால் இந்தியா விடயத்தில் சீனாவுக்கு ஆதரவு. பாகிஸ்தானின் ஆதரவான வழிகாட்டி. இந்து மகா சமுத்திரம், இலங்கை- ஈழம்-திருகோணமலை (Trincomalee இலங்கையின் கிழக்குக் கடற்கரையில் துறைமுக நகரமாகும். திருகோணமலையின் வளைகுடா அதன் அளவு மற்றும் பாதுகாப்பிற்கு பிரபலமானது; இந்தியப் பெருங்கடலில் உள்ள எல்லாவற்றையும் போலல்லாமல், ஒரு கேந்திர கரையோரம்) திருகோணமலை துறைமுகத்தை அமெரிக்க வசம் வந்து, எண்ணெய்க் கிடங்குகள், அமெரிக்க கப் பல்கள் வந்து செல்ல, Voice of America

பயன் படுத்த அன்றைய அதிபர்கள் நிக்சன், ஃபோர்ட் காலங்களில் இந்தியாவுக்கு எதிராக இவர் செய்த எதிர்வினைகள் அதிகம்

இவர் குறித்த தமிழ், ஆங்கில கட்டுரைகளை முறையே தமிழில் தினமணி நாளிதழுக்கும் ஆங்கிலத்தில் பயோனீர் இதழுக்கும்  விரிவாக எழுதி இன்றுஅனுப்பி உள்ளேன்.  அவை வெளிவரும்.

Henry Kissinger recalls his extraordinary engagement with India. He did not much like Pakistan, was eager to make friends with India and yet, in almost everything that he said or did it turned out that he was friendly with Pakistan and hostile to India. Indians imagined him to be the devil's spawn. In his autobiography, written some three decades after the events, he comments, "I should have known better than to become involved in the frenzies of the subcontinent in 1971." 

Kissinger had had a frontline position in the American foreign policy establishment for a long time before he got elevated to the post of a factotum of the White House. Nixon, he says, decided to continue to nurture relations with India without realising that India had changed. In 1969 when Nixon came on a state visit, Kissinger says, he was met with a cold, businesslike reception unlike how previous American presidents. Indians were simply too busy with themselves to have time for a visiting American who they knew would only pontificate on issues like world peace and universal brotherhood. Not only that, Kissinger says, Mrs. Gandhi seemed to excite all of Nixon's insecurity. "Her bearing toward Nixon combined a disdain for a

symbol of capitalism quite fashionable in developing countries with a hint that the obnoxious things she had heard about the President from her intellectual friends could not all be untrue. Nixon’s comments after meetings with her were not always printable. On the other hand, Nixon had an understanding for leaders who operated on an unsentimental assessment of the national interest. Once one cut through the strident, self‐righteous rhetoric, Mrs. Gandhi had few peers in the cold‐blooded calculation of the elements of power." 

To make things worse, the US Congress was fully in favour of Indira Gandhi and of India while having a low opinion of Pakistan, a country with which Nixon seemed to develop a strong friendship. Moreover, Nixon was completely insensitive to the indifference of the government of Pakistan to the cyclone that hit East Bengal on 12-13 November, killed over 200,000 and destroyed the economy. In the ensuing elections the people of East Bengal voted out the west Pakistan leadership. General Yahya Khan refused to heed the voice of the people and this resulted in one of the worst genocide in the 20th century, even worse than anything experienced by the Jews in Nazi Europe.
