மாறன் கையில் தவழ்ந்த மதுரை டெசோ மாநாட்டு அசல் தீர்மானத் தாட்கள்.

கடந்த 04-05-1986 அன்று மதுரை பாண்டியன் ஹோட்டலில் வாஜ்பாய், என்.டி. ராமாராவ், எச்.என். பகுகுணா, ராமுவாலியா, கே.பி.உன்னிகிருஷ்ணன், ராசைய்யா, ஓம் பிரகாஷ் சவுதாலா போன்ற பல அகில இந்தியத்
தலைவர்கள் கலந்து கொண்டு தலைவர் கலைஞர் தலைமையில் நடைபெற்ற டெசோ மாநாட்டில்
என்னைப் போன்றோர்கள் எல்லாம் அப்போது முன்னின்று மாநாட்டின் ஏற்பாடு மற்றும்
முக்கியப் பணிகளை செய்தோம்.
மாநாட்டின் தீர்மானங்களை அண்ணன் முரசொலி மாறன் வடித்தார். அவருக்கு துணையாக
நானும், தி.சு.கிள்ளிவளவனும் உதவியாக இருந்தோம். இங்கே படத்தில் காட்டப்பட்டுள்ள ஆங்கிலத்
தீர்மானத்தில் முதல் வரியில் expresses என்பதை அடித்து pledges என்று திருத்தம் செய்து
மாறன் பேனாவால் எழுதினார். இந்த தீர்மானத்தின் பக்கங்களை கலைஞர் கையில் 45 நிமிடங்கள்
படிக்கப்பட்டு விவாதிக்கப்பட்டது. இதன் பக்கங்களின் பக்கவாட்டில் கருப்பு மையால் கோடிட்டது
தலைவர் கலைஞர் அவர்கள். இந்த ஆவணம் நீண்டநாட்களாக அடியேனின் கைவசம் இருப்பதை பெருமையாக
கருதியதும் உண்டு. அந்த தீர்மானத்தின் வாசகங்கள் அப்படியே கீழே உள்ளன.

RESOLUTION
Place: Madurai Dated:
04-05-1986.
This Conference pledges its
staunch solidarity with the Tamils of Sri Lanka and expresses its deep
national concern over the continuing intensification of the crisis in the
island.
The people of India are shocked
that the Sri Lankan Government has been carrying on a massive offensive against
the Tamil people by strafing from helicopter gun-ships, bombing from light air
crafts, shelling from the sea, and firing from artillery.
We wish to draw the attention of
the people all over the world that every human-right is being violated with
impunity by the Sri Lankan Government. Tamil young men and many young girls,
between the ages of 14 and 35 have been arrested for no reason, detained for
long periods without trial in Army camps and tortured in barbarous and inhuman
ways. Many mass murders of such detainees have come to light.
The entire economic life of the
Tamils is in ruins. By declaring the Tamil areas as Prohibited Zones and
Surveillance Zones the Tamils as a people are under siege.
The Sri Lankan Government’s
systematic genocide of the Tamils stands exposed before civilized international
community despite its empty denials and disinformation.
Therefore, we call upon the
Government of India to raise the issue with vigor in all international forums
like the U.N. NAM and CHOGM and to seek prompt remedial action.
This Conference feels that the
policy so far pursued by the Government of India towards Sri Lanka and the
Tamil question has failed in producing any tangible results, because it is
superficial, vacillating and incoherent. The mere fact that more people have
been killed in Sri Lanka after India started to express its concern bears
testimony to this. Moreover, in spite of Annexure C of 1983, Thimpu talks of
1985 and the so-called “Ceast-fire”, the solution still seems to be and elusive
as in the beginning while Sri Lanka is acquiring arms from all over the world,
and moving towards a total military solution. The policy of placing trust on
the Sri Lankan Government to achieve a negotiated settlement has thus proved to
be sterile. Making use of the time gained in-between the pretense of talks and
negotiations the Sri Lankan Government has brought into the picture dangerous
external elements unfriendly to India, thereby adding a new dimension to the
geopolitics of this region.
This Conference therefore
considers the Sri Lankan problem is not a mere internal problem affecting Sri
Lankan Tamils. It has escalated and assumed an international dimension,
threatening the rights of Tamils in Sri Lanka as well as the peace of the
region including India.
Every year, on the eve of the
meeting of the international aid consortium, it has become customary for Sri
Lanka to pass through motions of negotiations. This year also India by unwisely
sending a delegation to Colombo for talks at a time when AID Sri Lanka
Consortium is about to meet has created an illusion of normalcy.
This Conference therefore calls
all aid-giving Governments and International agencies not to give aid to Sri
Lanka which could be used to perpetrate the genocide of Tamils which is a crime
against humanity.
We, therefore urge upon the
Government of India that they should give up their present casual attitude to
the issue, and take up this matter not as a mediator but as a nation intimately
and deeply connected with the fate of Tamils of Sri Lanka, and demand that it
should effectively restructure its policy and all its viable options for
settling this question, so that the Tamils can live with equality, dignity and
security.
