1971 மக்கள் தொகை கணக்கெடுப்பின் அடிப்படையில் நிதிப் பகிர்வீடு செய்யவேண்டுமென்று மத்திய அரசிடம் கோரிக்கை வைக்கப்பட்டது. ஆனால் அதை மறுதலிக்கும் வகையில் சமகால மக்கள் தொகையின்படி நிதிப்பகிர்வீடு என்று இந்த கூட்டத்தில் முடிவெடுத்துள்ளது தமிழகத்திற்கு மிகப்பெரும் பாதிப்பும், கேடும் ஏற்படும்.

பின்தங்கிய மாநிலங்களான பீகார், உத்தரபிரதேசம் போன்ற மாநிலங்கள் பிற்பட்ட மாநிலங்களாகும். அந்த மாநிலங்களுக்கு நிதியை அதிகம் வழங்க வேண்டும் என்றும் விவாதிக்கப்பட்டது.

தமிழ்நாடு,ஆந்திரா,தெலுங்கனா,கர்நாடகம் போன்ற தென் மாநிலங்கள் முன்னேறிய மாநிலம் என்றும் கருத்துகள் வைக்கப்பட்டுள்ளதாக கருத்து தெரிவிக்கப்பட்டுள்ளது. இது மாற்றாந்தாய் போக்கான முறையாகும்.

Finance Commission held its second consultation with the leading economists at YASHDA, Pune on 21st August 2018. 16 eminent economists and domain experts including Dr. Vijay Kelkar attended the meet and enlightened the Commission with their views. Chairman Sh. N.K.Singh highlighted the changed economic scenario post abolition of Planning Commission which has altered the traditional system of resource allocation and consequently abolition of distinction between Plan and Non-Plan funds. Wide ranging discussions were held and issues which were discussed prominently are as below:

1. Intra state inequalities across the country needs to be considered by the Commission.

2. Flow of funds and resources to Urban Local Bodies and PRIs need to be strengthened.

3. Orderly fashion of Urbanisation needs to be encouraged to facilitate balanced socio-economic development.

4. Fiscal consolidation roadmap needs careful consideration of the amended FRBM Act specially with reference to Debt/GDP ratio and Fiscal Deficit looking at the different conditions prevailing across the states.

5. Contemporary population data would be useful for the purpose of devolution.

6. Commission needs to balance equity with efficiency.

7. The taxation capacity of states and any formula on devolution needed to be formed by equity, justice and uniformity.

8. Centrally Sponsored Schemes need a holistic view to ensure the synergy in resource allocation to various schemes.

This is the view of chandrasekar UNI  this means the finance commission will give weightage to the current population in allocation of funds. Uttar Pradesh Bihar will get more funds. All the assurances given to states like Tamil Nadu by the centre will be fake.

Before this becomes fait accompli Tamil Nadu and in particular dmk should take up the fight as the ruling party in the state has merged its identity with BJP ot whosoever is in the power at the centre.
