My answer:
Monarchy for long term memory and stability. Democratic Parliament for popular change and short term memory. Without short term memory how else would tories get in.
Britain, Australia, New Zealand, Canada, Norway, Denmark, Sweden, Belgium, Netherlands, Are more democratic than "republics" of Venezuela, Cuba, China and North Korea…
But Democracy & Republic systems prevailed .
