MAY 18, 1976, ToI: This column ‘High Praise’ is dedicated to the development of Indian economy during the Emergency. Even the World Bank praised the way the Indian economy progressed during the Emergency. It says that the current year 1975-76 crop yielding is impressive due to the good governance as well as good weather condition. The efficiency of the administrative services and public enterprises has significantly improved and there has been a sharp reduction in the number of man-days lost due to strikes and lockouts. Particularly, since the declaration of Emergency in June last, the production of coal, crude oil and steel has touched an all-time high; power shortage vastly eased, and the country’s foreign exchange reserves are buoyant. World Bank has been helpful during this process and supplied the currency and other technical tools to make it a success. But it is also suggested that Indian government should promote processed goods rather than raw material and should play a good salesmanship in searching markets for Indian goods. The column is making an issue that the world institutions like World Bank, were happy with political condition of the India because economy was improving vastly but here the repression of human rights has been forgotten which are dear to the foreign institutes more than the economy of any country. The column says that the back of armed struggle has broken and it cannot fight further as it is ill-equipped and has half-baked idea of socialism. It says that gaining success in India through such violent means is a far-fetched idea because Indian state is so organised that it could suppress any such armed struggle. Secondly, these un-matured Maoists talk of development of poor people through killing the individuals is totally irrelevant and whatever development is being done it is only through the genuine efforts of the central government and not from the below. Column happily creates a bleak picture of communism (M) in India which became helpless before the state leviathan and there was, according to the column, no further prospect for communism here; but, if force is the answer to any opposition than this is undemocratic by nature.
